You don’t need to be a Buddhist, or a regular at the monastery, to ask for pastoral care. The monks serve whoever is in front of them.
There’s no fee. The monastery is sustained by the generosity of its supporters, not by charging for the monks’ time. If you’d like to make an offering after the fact, that is always welcome — and never expected.
For urgent hospital or end-of-life requests, a phone call is usually quickest. For other matters, email works well too.
